Kybernetik as Grundwissenschaft

Heidegger's 1964 thesis: Cybernetics is the new Grundwissenschaft (fundamental science) that determines and steers the dispersed sciences in the completed-philosophy age. Cybernetics is theory of steering possible planning and arranging human work; it transforms language into Austausch von Nachrichten (exchange of information) and arts into gesteuert-steuernde Instrumente der Information. The cybernetic Grundwissenschaft is structurally continuous with Machenschaft / Ge-stell — the genealogical endpoint of metaphysics-as-presence (NII IX: ἀλήθεια → ... → Wille zum Willen → Machenschaft) is, in 1964 vocabulary, Kybernetik.

The 1964 Grundwissenschaft-Thesis

The 1964 thesis is sharper than the 1953 Frage nach der Technik analysis. Three steps:

  1. Sciences disperse from philosophy (per end-of-philosophy). Psychology, sociology, anthropology, logic-as-logistics-and-semantics each establish their Eigenständigkeit. The dispersal is part of philosophy's Vollendung.
  2. A new fundamental science emerges to steer the dispersed sciences. Es bedarf keiner Prophetie — it requires no prophecy — to recognize this; the science is Kybernetik.
  3. Cybernetics absorbs the regional ontologies. What philosophy in its history attempted (and only inadequately) — to articulate the ontologies of the various regions of beings (Natur, Geschichte, Recht, Kunst) — the sciences now take on as their own task. Their interest: Theorie der jeweils notwendigen Strukturbegriffe des zugeordneten Gegenstandsgebietes. But "Theorie now means: supposition of categories that are granted only a cybernetic function, with every ontological sense denied."

The crucial move is the third. The sciences do not abandon the ontology-of-beings task; they absorb it. But they strip its ontological sense and reduce it to kybernetische Funktion. Operational and modeling characteristics dominate; categories are Arbeitshypothesen; truth = effect-efficiency.

Three Cybernetic Transformations

The cybernetic Grundwissenschaft transforms three regions of human existence:

  1. Language: Austausch von Nachrichten (exchange of information). Language is no longer expressive, indicative, or world-disclosive; it is information-transfer. The house of Being (Heidegger's earlier formulation in Brief über den Humanismus) becomes the channel of information.
  2. Arts: Gesteuert-steuernde Instrumente der Information (steered-steering instruments of information). Art is no longer Sichtbarmachen (Klee's making visible) or Werk-sein (the work-being of Der Ursprung des Kunstwerkes); it is information-instrumentation. The structural feature: gesteuert-steuernd — being steered while steering — captures the recursive cybernetic loop.
  3. Theorie: Cybernetic Supposition der Kategorien. Theory no longer articulates the matter (Sache); it supposes categories whose function is operational. Truth = Effizienz der Effekte.

The three transformations are interlocking. Language-as-information enables theory-as-supposition (categories communicated in cybernetic exchanges); arts-as-instrumentation extends both into the cultural sphere. The Grundwissenschaft is unitary across regions because it operates on Steuerung as the universal form.

The Bedürfnis Dies

GA 14 p. 72: "Vermutlich stirbt das Bedürfnis, nach der modernen Technik zu fragen, im gleichen Maße ab, in dem die Technik die Erscheinungen des Weltganzen und die Stellung des Menschen in diesem entschiedener prägt und lenkt."

The thesis: as cybernetic technology takes hold of the world's appearance and man's place, the need to ask about technology dies. This is structurally significant. The Vollendung is self-erasing as a question — the more it succeeds, the less it appears as something to be questioned.

This makes the 1964 essay's own stance unzeitgemäß (untimely): it asks what no longer needs asking. The marginal at p. 71 makes the connection: "Das Epochale ist aber nicht das Zeitgemäße sondern das Unzeitgemäße für die Epoche." The epochal is the untimely. The 1964 essay's questioning of cybernetic technology is epochal precisely because it is unzeitgemäß.

The Bedürfnis-dying thesis has uneven 21st-century vindication. The need to ask about technology has not died in academic philosophy or in some quarters of public discourse; but it has receded into engineering-policy domains in many fields. The cybernetic regime's tendency to remove its own questionability is not absolute, but the structural pressure Heidegger identifies is observable.

The Fortriß of Cybernetics is Äußerst Irrational

GA 14 p. 89: "Vielleicht gibt es ein Denken, das nüchterner ist als das unaufhaltsame Rasen der Rationalisierung und das Fortreißende der Kybernetik. Vermutlich ist gerade dieser Fortriß äußerst irrational."

The diagnostic: cybernetic Fortriß (carrying-away, momentum, sweeping-along) is itself äußerst irrational — extremely irrational. The opposition between rational and irrational is internal to the Vollendung; both poles are effects of an unthought ground.

Three implications:

  • Cybernetic rationalization is not the most rational stance available; it is one form of rational rendering of an unthought ground.
  • The opposition rational/irrational has its sense only within the Vollendung. Solange die Ratio und das Rationale in ihrem Eigenen noch fragwürdig bleiben, ist auch die Rede von Irrationalismus bodenlos (p. 89).
  • The task of thinking is outside the rational/irrational distinction, more sober than scientific technics.

The diagnostic does not claim cybernetic technology is bad; it claims cybernetic Fortriß is not the rational stance it claims to be. The judgment is structural, not normative.

The Genealogical Endpoint

The cybernetic Grundwissenschaft is structurally continuous with Machenschaft / Ge-stell. The 1964 Kybernetik is the public, datable, late-Heidegger name for the same structural endpoint. Machenschaft names it from the side of makability; Ge-stell names it from the side of enframing; Kybernetik names it from the side of steering. All three are the form Sein takes in the completed-philosophy age — what NII V calls Lichtungslosigkeit des Seins ist die Sinnlosigkeit des Seienden im Ganzen.

The 1964 essay's own gesture (in the body, not in genealogical schema form) is at p. 72: "Vermutlich stirbt das Bedürfnis, nach der modernen Technik zu fragen" — the question of modern technology (which the Frage nach der Technik 1953 thematized) dies as cybernetics takes hold. This means: by 1964, Heidegger sees the cybernetic stage as more advanced than the 1953 technology-stage. Ge-stell (1953) was already the diagnostic; Kybernetik (1964) is the Grundwissenschaft that makes Ge-stell self-erasing as a question.
