Changement de quantité en qualité (degeneration thesis)

Merleau-Ponty's 1947–49 articulation of how stalinism emerges from leninism without revolutionary rupture: through a change of quantity into quality, of means into end ("changement de quantité en qualité, de moyen en fin"). What was an exception (compromise without rule) becomes institutionalized; what was a means (centralized discipline) becomes an end (centralized power); what was a transitional measure (salary differentials) becomes a permanent class structure. The thesis is MP's signature explanation of stalinism's emergence, distinct from both orthodox Marxist defenses (where stalinism is dialectical détour) and anti-communist accounts (where it is the inevitable consequence of marxism per se).

The thesis has its earliest articulation here — in the PPH [Aron] segment (1947–48), Mexico II "Antinomie de la vie collective" (March 1949), NY "Pensée politique" (March 1949), and "Marxisme et Existentialisme" (1949–50?). It is consolidated in Adventures of the Dialectic (1955).

Key Points

  • Continuity, not rupture: "Comme l'élément pessimiste-actif (bolchévisme) existait déjà, on peut toujours trouver précédents. Mais changement de quantité en qualité, de moyen en fin" (NY p. 378). Lenin already deployed compromise, discipline, terror as transitional means; Stalin institutionalizes them as permanent ends.
  • Six examples of degeneration (NY Pensée politique + Mexico II + "Marxisme et Existentialisme"):
    1. Salary differentials: Lenin's State and Revolution allowed differentiated salaries as transitional; under Stalin, this becomes a permanent class hierarchy.
    2. Compromise without rule: Lenin's criterion ("compromise increases proletarian consciousness in the totality") becomes — under Stalin — any compromise the party requires (Brest-Litovsk → Hitler-Stalin pact; "Affaire de goût").
    3. Death penalty for political dissent: under Lenin, no death penalty for political divergence (only for sabotage/espionage qua sabotage/espionage); under Stalin, political dissent is represented as sabotage and espionage (Bukharin process).
    4. Concentration camp work: Lenin had political prisoners but they were not a labor-system; under Stalin, concentration-camp work becomes an element of the production system.
    5. Propaganda double sense: word "propaganda" originally means bringing historical sense to the masses; under Stalin it means imposing party decisions on the masses.
    6. Dialectique → zigzag: Lenin's dialectical detours had a direction (proletarian consciousness in the totality); Stalin's zigzags are unjustified by direction — pure-discipline-and-devotion to party.
  • The criterion test: under Lenin, compromise has a rule — "augmentation de conscience prolétarienne dans l'ensemble"; under Stalin, compromise has no rule. The difference is structural: marxism without a direction-criterion loses the philosophical articulation that distinguished it from opportunism.
  • The role of conscience: "On n'a plus jugement et discipline compromis, mais renonciation au jugement. On n'a plus dialectique i.e. mouvement concret où les idées changent de sens par leur propre développement, — on a mobilisme bergsonien ou dialectique de sophistes" (Mexico II p. 339). The degeneration is the renunciation of conscience in favor of pure-discipline.

Details

The structural argument

The thesis argues that stalinism is not a betrayal of marxism (orthodox Trotskyist line) and not the inevitable result of marxism per se (anti-communist line) but the quantitative accumulation of transitional measures into qualitative institutions. Three steps:

  1. The original marxist articulation (Lenin, Trotsky): violence, compromise, terror are means — they have rules, criteria, and direction (proletarian consciousness in the totality).
  2. The conjunctural pressure (1917 in one country, peu avancé): the application of the rules requires extensions; "il faut savoir battre en retraite" (NEP, Brest-Litovsk).
  3. The shift: when these extensions become permanent — institutionalized — the means become ends. The means are no longer for something else; they are the system.

"Comme violence, compromis avait une règle selon Lénine: augmentation de conscience révolutionnaire dans l'ensemble. Ceci condamne aussi bien certaines violences que certains compromis. La ligne était pour Lénine définie par progrès de conscience révolutionnaire. Elle est définie maintenant tantôt par concessions sans limite, et tantôt par intransigence violente. Accord avec les démocraties, — qui n'est pas avec nous est contre nous" (Mexico II p. 338).

The conjunctural causes

Why the shift? MP identifies four:

"Pourquoi cela?

  1. Facteurs intérieurs: un seul pays / peu avancé – créer économie / peu d'éducation politique, d'où prédominance des cadres. Prise de pouvoir par S.[taline] n'est elle-même compréhensible que par là.
  2. Reste du monde: Fascisme: contrefaçon de B.[olchévisme]: non socialisme. {?-prolét.: brouillée par là-même.} Évolution vers bonification au profit < Cela brouille reste du monde. > Non révolution en Allemagne. Fascisme = peur de la Révolution et Ersatz / Divination / D'où guerre / D'où prépondérance de pays où conscience de classe est moins nette" (Mexico II p. 305).

The "interior" causes (one-country revolution + low education + cadre predominance) and the "exterior" causes (fascism as anti-revolutionary Ersatz, no German revolution, war, post-war US dominance) compose the conjunctural pressure that institutionalizes the transitional means.

The Bukharin / Hungarian cardinal cases

The Mexico II and NY texts cite specific examples of degeneration's qualitative shift:

"Désaveu est discipline de Parti — aveux est technique pour briser. Boukharine avoue crime 'objectif' non sabotage et espionnage — Cardinal de Hongrie n'est pas communiste et avoue, cela n'a pas de sens, que policier" (NY p. 378).

Bukharin's confession remains within the marxist register (he confesses the "objective" sense of his actions, in the dialectical-defeatist sense). The Hungarian cardinal's confession is outside it (he is not a marxist; his confession can only be police-extracted). The shift from Bukharin (1938) to the Hungarian cardinal (1949) marks the qualitative break.

Connection with no-man's-land

The degeneration thesis is the causal explanation of the no man's land: the USSR ≠ socialism because the changement de quantité en qualité has produced something that classical marxist categories cannot describe. The post-1947 Soviet state is neither a transitional dictatorship of the proletariat nor a stable socialist society — it is the institutional ossification of what was originally transitional.

What is not lost

MP is careful to note that the degeneration does not refute marxism:

"Peut-on dire que le marxisme et la philosophie de l'histoire sont démentis par les faits? Non, car il est bien exact qu'il y a un clivage selon la question des formes de propriété. Mais la lutte des classes prend forme URSS-USA" (PPH p. 192).

The marxist articulation of class struggle is still operative — but its referent has changed. Class struggle now appears at the level of US-vs-USSR rivalry rather than within nations. This is the structural point: marxism's categories are not refuted; their application is displaced.

Positions

  • PPH 1947–48 (this source, [Aron] segment): the degeneration is identified at PPH p. 192 — "l'attitude actuelle du P.C." + "Formes de révolutions non prolétariennes en Tchécoslovaquie, Yougoslavie" + "malaise" about whether the détour will reverse.
  • HT 1947: marxism is "la philosophie de l'histoire," not yet refuted; the degeneration is acknowledged but framed as conjunctural.
  • Mexico II/III 1949: the six examples + the criterion-test articulation; the degeneration thesis is named and structured.
  • NY 1949: the global-conjunctural extension — the degeneration is one half of the no-man's-land (the other half being US imperium).
  • AD 1955: consolidated articulation, with Lukács and Weber as parallel readers and the ultrabolshevism of Sartre as a symptomatic response to the same conjuncture.
  • Trotsky / orthodox Trotskyism: the degeneration is "Thermidor" — a counter-revolution within the revolution that requires a renewed revolutionary movement. MP rejects this: "Thermidor est déjà fait, proclame-t-il" — but the structure is more complex than Trotsky's diagnosis.

  • cf ultrabolshevism — Sartre's hyper-marxist response to the 1949 conjuncture; MP's changement de quantité en qualité is the structural response, ultrabolshevism is the voluntarist counter-response.

Open Questions

  • Is the degeneration reversible? MP's 1947–48 PPH formulation hesitates: "le détour dialectique sera-t-il suivi d'un retour à la Ligne primordiale?" The 1949 NY formulation is more pessimistic: "si la situation présente s'accentue avec menace de guerre on va au-devant du chaos." By AD 1955, the irreversibility is clearer.
  • The thesis combines a quantitative vocabulary (Lenin, Hegel: "Quantité et qualité") with a qualitative-political vocabulary (means / ends). Is this combination Marx's, Hegel's, MP's, or some combination? The Hegelian "Umschlagen" of quantity into quality is the philosophical source.
  • Is the degeneration unique to the USSR or general to large-scale political institutions? MP's 1949 articulation suggests structural; AD 1955's "new liberalism" extends the diagnosis to US capitalism (which has also changed-of-nature without revolutionary rupture).
