Environment note (load-bearing for the whole run)

This run executes on Windows 11 (pythoncore-3.14-64), not the Linux remote the plan assumed. python3 resolves, but the console default codec is cp1252, so any script printing non-ASCII (→, accented terms) crashes with UnicodeEncodeError. Workaround applied for every script run: prefix PYTHONUTF8=1. No .venv; scripts invoked as PYTHONUTF8=1 python3 scripts/….
